For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.

We have an opening for a Civil Engineer with significant experience in land development, site design, storm water management, and erosion and sediment control design. The primary focus of civil design on the LLNL campus includes roadway and parking lot design, traffic safety, site design, pavement rehabilitation, pressure pipe utility design, grading, storm water management, hillside erosion control, and sensitive habitat protection. This position is in the Project Management, Engineering and Construction (PMEC) Department.

This position will be filled at either the TSS.3 or TSS.4 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

Essential Duties

  • Conduct complex site planning and development studies, including such activities as developing and interpreting scope criteria, preparing plans and calculations, and writing reports.
  • Prepare construction documents for all types of complex civil design projects, including criteria, calculations, construction drawings and sketches, construction specifications and Storm Water Pollution Prevention Plans (SWPPP) and permit applications.
  • Review and approve internal LLNL and external Architectural/Engineering firm (A/E) prepared construction documents for quality assurance, constructability, value engineering, and conformance to applicable codes and standards.
  • Represent the Laboratory as the primary technical contact to outside A/E firms performing contracted civil design services by aiding in the preparation of procurement documents, monitor the progress of work, provide technical assistance, and perform plan check reviews.
  • Provide advanced construction support services such as field observations, review and approval of construction submittals, responding to requests for information, preparing sketches for design clarifications and field modifications, and preparing as-built drawings.
  • Prepare and/or review SWPPP’s, review and approve project specific temporary traffic control (TCC) plans for onsite construction and maintenance projects, and evaluate traffic safety concerns brought to the attention of the LLNL Traffic Safety Committee and recommend appropriate corrective actions when required.
  • Provide engineering support to LLNL Utilities Group.
  • Mentor peers and less experienced junior engineers in civil engineering principles and practices.
  • Perform other duties as assigned.

In Addition At The TSS.4 Level

  • Serve as subject matter expert for civil engineering design and construction, traffic safety, and storm water management and erosion control as a Qualified SWPPP Developer (QSD).
  • Lead highly complex internal engineering projects as Design Manager with responsibility for technical criteria, budgets, schedules and deliverables.
  • Manage highly complex design projects performed by outside A/E firms subcontracted to perform multi-disciplinary engineering design services to supplement internal engineering capability.


  • Bachelor's degree in Civil Engineering or related field or equivalent combination of education and related experience and Professional registration as a Civil Engineer in the State of California.
  • Advanced knowledge of land development civil engineering principles and practices, and significant experience with site and roadway design, and storm water management.
  • Significant experience in underground utilities, municipal infrastructure and services, building structures, land surveying, geotechnical engineering, master plan development, construction management, or other areas of related engineering practice.
  • Advanced knowledge of and significant experience working with applicable design codes and standards such as California Department of Transportation Standard Plans and Specifications, California Building Code, Americans with Disabilities Act (ADA), California Manual on Uniform Traffic Control Devices, and State Water Resources Control Board Construction General Permits.
  • Advanced knowledge of traffic safety principles and practices.
  • Advanced verbal and written communication, facilitation, and collaboration skills, necessary to effectively present, explain, and advise senior management, project managers, and clients.
  • Ability to work independently with little or no direction, analyze and solve complex and/or ambiguous problems, and interact effectively with many levels of clients and management and provide superior customer service.
  • Advanced experience in the use of Microsoft Office, and Civil 3D for the preparation of working drawings.

In Addition At The TSS.4 Level

  • Subject matter expert knowledge of land development civil engineering principles and practices and expert knowledge of applicable design codes and standards noted above.
  • Substantial experience leading multi-disciplinary design teams in the planning and execution of complex technical projects, including developing and managing technical criteria, budgets, schedules, and deliverables.
  • Expert communication, facilitation and collaboration skills necessary to lead team and advise senior management.

Desired Qualifications

  • Experience with environmental compliance and habitat protection issues.
  • Experience with Autodesk Storm and Sewer Analysis.
  • Experience with water modeling software.

Anticipated Clearance Level: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified information or matter.
