The Engineering Services Division in the Department of Public Works
The Public Works Engineering Services Division focuses on managing the City's investment in new transportation infrastructure. By planning, funding and delivering capital improvement projects, and reviewing private development projects, the division improves the safety and usability of the City's transportation system for all users: pedestrians, bicyclists and vehicles. The division delivers road, bridge, traffic signal, and streetlight improvement projects, and provides planning, design, inspection, and survey services.
The Transportation Division in the Department of Public Works
The Transportation Division's primary focus is maintaining and enhancing traffic operations, traffic safety and multimodal mobility for our citizens and customers. The Division has several unique business lines and is responsible for traffic operations, design, management, studies, entitlements, education, investigation, traffic signs and markings, and traffic signals and street lighting. Transportation staff manages many projects such as transportation studies for new development areas and controlling the traffic operations center. Maintenance functions of traffic signals, signs and street lighting ranges from new installations to repairing knocked down street signs and reinstalling stolen copper wire to reestablish neighborhood lighting.
The Building Division in the Community Development Department
The City of Sacramento Building Division regulates construction and development to safeguard and ensure the health and safety of the public. As part of the permit process, plans and calculations are reviewed to ensure compliance with adopted City, State, and Federal building code requirements. Building permits are issued for new construction as well as for additions to and remodeling of existing buildings and structures.
The Engineering and Water Resources Division in the Department of Utilities
The Engineering and Water Resources Division (E&WR) is one of 5 divisions within the Department of Utilities. E&WR provides engineering and technical support to the Operations and Maintenance Division; plans, designs and constructs several millions of dollars of capital improvements each year; develops short and long-range capital improvement priorities and works with the Director and the Business and Integrated Planning Division to strategically plan for future funding requirements; works closely with other city departments and the development community to plan for and build high quality, reliable infrastructure to serve new neighborhoods; and assures compliance with the ever increasing and demanding regulatory requirements and mandates that face the Department.
ASSISTANT CIVIL ENGINEER / ASSOCIATE CIVIL ENGINEER
To perform professional civil engineering work in the planning, design, technical investigation, and construction of projects in the areas of public works, transportation, hydraulics, and structural engineering.
Assistant Civil Engineer
This is the journey level class in the professional civil engineering series not requiring registration. Positions in this class are flexibly staffed and are normally filled by advancement from the lower class of Junior Engineer. Incumbents of this class perform the moderately difficult professional engineering work in civil engineering. Assistant Civil Engineers are normally considered to be of a continuing training status and as assigned responsibilities and breadth of knowledge increase with experience, and registration is received, may reasonably expect their positions to be reassigned to the next higher class of Associate Civil Engineer.
Associate Civil Engineer
This is the full journey level class in the civil engineering series requiring registration. Positions in the class are flexibly staffed and are normally filled by advancement from the lower class of Assistant Civil Engineer, or, when filled from the outside, require prior advanced professional civil engineering work experience. An Associate Civil Engineer works under general supervision and is expected to complete complex civil engineering assignments requiring the use of judgment and initiative in developing solutions to problems, interpreting general policies, and determining work assignments. Work in this class is distinguished from that of the Assistant Civil Engineer class by the greater complexity of the assignments received and by the greater independence with which an incumbent is expected to operate.
Supervision Received And Exercised
Direction is provided by a higher level professional engineer or a division head level position. Responsibilities of an Associate Civil Engineer may include the direct or indirect supervision of lower level professional engineers and technical personnel. Responsibilities of an Assistant Civil Engineer may include the technical or functional supervision of technical personnel.

Experience And Education
Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
One year of experience in professional civil engineering work in one of the areas of assignments and
A bachelor's degree from an accredited college or university with major study in civil engineering.
Possession of an Engineer-In-Training (EIT) certificate.
All education requirements must be verifiable from records of satisfactory completion of courses.
Associate Civil Engineer
In addition to the qualifications for Assistant Civil Engineer:
Two years of experience comparable to that of an Assistant Civil Engineer in the City of Sacramento.
