Job Description

POSITION DESCRIPTION The 5207 Associate Engineer position is assigned to assist the Senior Engineer in the Hetch Hetchy Regional Water System to perform difficult and responsible professional engineering work in the field and office. This engineer will oversee the implementation of Ozonation Treatment at the Sunol Valley Water Treatment Plant through planning, design, and construction phases to ensure the project meets the needs of the Division. This position will supervise and manage professional technical engineering staff, consultants, and other related staff engaged in a variety of engineering works. This level of seniority is needed to oversee this complex project, to prepare project updates, scope analysis, trouble-shooting, and analysis of project alternatives, design, construction, construction support and close-out. This engineer will review and approve critical path schedules, facility shutdown schedules, and project spending plans. The estimated cost of this project is $115 million. This engineer will also assist in the transmission pipeline maintenance and inspection program for the Regional Water System. The essential functions will include engineering analysis of the linear assets in the WSTD, performing pipeline inspection and assessments in confined spaces, prioritize inspection schedule, making design improvements, and supervise and manage professional technical engineering staff, consultants, and other related staff engaged in pipeline CIP projects. Essential Functions:

  • Supervise and manage professional technical engineering staff, consultants, and other related staff engaged in a variety of engineering works;
  • Troubleshooting unplanned outages at the Regional Water System's Water Treatment Plants;
  • Resolving differences among field staff to ensure effective functioning of engineering activities;
  • Identifying problems, developing and comparing alternatives and making decisions or recommendations for effective problem resolution;
  • Monitoring procedures to meet regulatory requirements; providing general engineering support to operations and maintenance staff;
  • Supervising the planning of facilities and construction projects. Class 5207 Associate Engineer performs other related duties as required. Minimum Qualifications If you are interested in a job like this, we are looking for people that have the following: Any combination of education, training and experience that could likely provide the required knowledge and abilities may be qualifying. A typical way to obtain this would be:
  • Three (3) years of verifiable professional Civil Engineering experience of which two (2) years of professional experience equivalent to the City & County of San Francisco Class 5203 Assistant Civil Engineer or higher; AND
  • Possession of a current Certificate of Registration as a Professional Engineer in the State of California in Civil Engineering. DESIRABLE QUALIFICATIONS The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring:
  • Civil and process engineering experience
  • Process design of Water Treatment Plants experience
  • Experience assessing large diameter pipeline conditions
  • Failure analysis experience
  • Experience working in confined spaces
  • Life-cycle cost analysis experience Working Conditions: For some positions, the nature of the work may involve disagreeable working conditions such as working in sewers, confined spaces, exposure to inclement weather and various environmental elements, and with hazardous materials and dangerous gases and chemicals. May be required to travel to remote areas and/or to work weekends, shifts and overtime. Some positions may be located outside San Francisco (e.g. Millbrae, Moccasin and Sunol).
