TheCity of Anaheim Public Utilitiesseeks a dynamic and customer-centricAssociate Engineerto join the Water Engineering Division - Water Planning, Development, and Resources Section. The individual will be proactive, motivated, responsive, and have the ability to prioritize projects and work independently as part of the Water Engineering team. The Associate Engineer will perform plan review of various water development projects for compliance with City standards and practices, coordinate and oversee projects with other agencies and departments, and perform evaluation and planning of various citywide water system and capital improvement projects.
Candidates must possess two years of professional engineering experience, supplemented by a Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field. Possession of an Engineer in Training (EIT) certificate. Certification as a Professional Engineer (PE) in Civil is desired. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.
The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.
Manage and review work of developers/private engineers and plan check staff for compliance with City standards and practices; review shop drawings submitted by construction contractors; determine engineering requirements for new developments; issue and revise permits and fees for developer installed water improvements.
Respond to questions and inquiries from the general public, developers, contractors, engineering professionals, and City staff regarding engineering and development projects.
Coordinate water utility activities with other City departments, divisions, sections, and outside agencies. Review plans including building, grading, right-of construction permits.
Assist higher-level engineers on large and complex development projects or water improvement projects; act as a project management engineer on assigned projects; and provide technical staff assistance to higher-level engineering staff.
As assigned, supervise, plan, prioritize, assign, and review the work of project staff; participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies.
Participate in the selection of private consulting engineering services; prepare proposals; conduct interviews and review consultant qualifications; provide recommendations in the selection of consulting engineers.
Perform hydraulic network analysis using City's hydraulic model to simulate field conditions; identify any areas in need of upgrade; prepare and maintain hydraulic network analysis reports.
Review and update engineering standard drawings, specifications, and design criteria.
Perform related duties as required.

Knowledge of: Operations, services, and activities of a civil engineering program, specifically related to water/wastewater; theory, principles, and practices of water engineering and design; principles and practices of project management and administration; methods, materials, and techniques used in civil engineering projects including those used in the design and construction of development projects; methods and techniques of engineering plan review and analysis; engineering maps and records; principles and practices of business correspondence and technical report preparation; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, databases, and PDF editing, and hydraulic modeling software; principles of supervision, training, and performance evaluation; occupational health and safety standards; pertinent federal, state, and local codes, laws, and regulations.
Ability to: Perform development plan review; perform hydraulic analysis; perform professional engineering duties involved in the design, development and construction management of a variety of water engineering projects; issue and update permits; prepare engineering plans, specifications, and estimates for water improvement projects; make engineering design computations and check, design, and prepare engineering plans and reports; understand and interpret engineering construction plans, specifications, and other contract documents; perform technical research and solve difficult engineering problems; coordinate and monitor the work of contractors; serve as the project manager on one or more projects; interpret, apply, and ensure compliance with pertinent federal, state, and local laws, codes, and regulations; respond to questions and inquiries from a variety of sources regarding engineering and development projects; coordinate activities with internal and external agencies and committees; operate office equipment including computers and supporting word processing, spreadsheet, and database applications; adapt to changing technologies and learn functionality of new equipment and systems; supervise, train, and evaluate assigned staff; deal tactfully and effectively with the general public; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
Possession of an Engineer in Training (EIT) certificate. Certification as a Professional Engineer (PE) in Civil is desired.
Possession of an appropriate, valid driver's license.
