Job Description

Identify, gather and disseminate the industrial test procedures for Combat System (CS) Alteration Installation Team (AIT) modernization. Develop Test Sequence Networks (TSNs). Build Compartment Release Schedules for testing showing the support testing service requirements (HVAC, chilled water, power, etc) by space. Monitor and status CS testing, test schedules and issues. Evaluate installs for test impact and identify issues and the CS testing Critical Path. Schedule and manage equipment grooms and assessments. Identify and assist in the arrangement of special services (ranges, test equipment, data recording.) for test events. Participate as a Subject Matter Expert in CS testing in modernization planning and execution meetings and events. Identify/track/work to resolve CS certification requirements and issues. Provide testing inputs to the CS Project Engineer (PE) for inclusion in weekly status reports. Coordinate in-briefs and out-briefs of testing events and requirements. Manage ship rider lists for trials and coordinate ship rider requirements. Ride LCS-class ships during trials and dynamically document ship test status and issues. Assist in availability work package monitoring and status. Work to resolve and document test issues, assist the ships in execution of Sea Trial CS events, and manage Pre-Installation Check-Out testing and system assessments. When a government PE is not available the Test Coordinator will have additional duties: providing comprehensive CS daily & weekly status reports (progress availability CS testing and installation status, schedules, issues, risk evaluations and provide various Courses of Action), coordinating CS teams supporting the availability/window with the Naval Supervisory Authority (NSA) and shipyard, quantifying and resolving technical issues, presenting potential solutions to the Program Offices and NSWC PHD, developing Plans of Action and Milestones (POA&Ms) providing Integrated Master Schedule inputs, attending and providing input to production meetings, providing a daily on-deck presence at the ship, participating in planning meetings, integrating emergent modernization, assisting in the resolution of Corrective Action and Condition Found Reports and remaining current on modernization plans. Provide inputs to PHD NSWC L30 Division metrics, lessons learned, process improvements, Standard Operating Processes (SOPs) and instructions relative to LCS CS testing and CS efforts. Support the L-Dept and Program Offices in developing and providing input to presentations and meetings. Develop minutes to technical meetings.

Essential Duties/Responsibilities/Functions

Experience in US Navy project Management, the waterfront availability management structure & technical writing. Strong background in technical issue risk analysis including developing of potential courses of action.

Job Requirements (Education/Experience/Skills/Certifications/Licenses)

Knowledge of US Navy testing nomenclature, practices and ranges/test assets. Knowledge or aircraft types and ranges, how to draft pre-ex and frequency messages, Combat Systems operation laws and regulations (IFF, RADHAZ in-port, topside.) how to write a Sea Trial agenda, the roles and responsibilities of the ship crew during test events and how to direct them. The ability to give high-level presentation. Familiarization with LCS-class ships, shipbuilding disciplines (electrical, piping, arrangement, ship fitting, build of materials, etc.), and US Naval and commercial policies nad procedures relative to shipboard design and installation. This position requires some travel.

Preferences (Education/Experience/Skills/Certifications/Licenses)

Skill with the Microsoft Office Suite, MS Project and Visio to the intermediate level. Applicant must hold or have the ability to obtain a Secret Security Clearance.
