The Public Works Department serves as the backbone of our community, managing
essential water, wastewater, drainage, and transportation systems with a steadfast
commitment to environmental stewardship. Within this framework, the Administration &
Engineering Division provides the strategic direction and technical oversight necessary to
keep the city running. While Administration handles overarching operational support, the
Engineering team serves as the primary technical authority for the city’s infrastructure,
balancing the rigorous oversight of private development with the successful installation
and maintenance of critical municipal infrastructure.
The Civil Engineer reports directly to the City Engineer, joining a dedicated team of seven
full-time professionals. In this role, the Civil Engineer will advocate for the best interests of
North Richland Hills and its citizens by overseeing the full lifecycle of public works—from
initial capital planning and in-house design to final construction management. The
position requires a high degree of independence, requiring development review for
compliance with city standards, assisting with floodplain administration, and maintaining
a strategic field presence to provide technical clarification for inspectors. By bridging the
gap between complex plans and resilient infrastructure, the Civil Engineer will ensure our
public improvements meet the highest performance and maintenance expectations.
